I'm going to resolve an issue with eternal vote kicks.

When a player issues a vote, he will not be allowed to issue another vote for 5 minutes, donators/subscribers won't have this limitation.

Also, I threw in a clause that will make it so donators/subscribers are immune from vote kicks.
