Generally you can hit 'F5' and end up w/ a .tiff in your TF2 directory. You should of asked me yesterday...
Also, 'bind' commands are automagically added to your user.cfg, so you shouldn't need (bind "f12" "jpeg") in your autoexec.cfg; the (jpeg_quality "100") you probably would, though.
